Weibull distribution is a special case of Pierson class III distribution. In Weibull distribution, the variation in wind velocity are characterized by the two function:

• The probability density function and
• The cummulative distribution function.

k is the Weibull shape factor and c is scale factor.

Input:
	Velocity for a given period (one month) approximately taken after each 10 minutes.
